UN/DOT Performance Oriented Package Testing Certification Procedure For Drums

    TERMS OF SERVICE UPDATES AS OF 4/20/21 BELOW. PLEASE READ.

    IMPORTANT UPDATE as of 4/20/2021

    TEST REQUEST FORMS

    In order to receive an estimate, the proper Test Request Form must be completed and returned to Manuel Rosa at m.rosa@propacktestlab.com. Send all Purchase orders to Julia Rosa at j.rosa@propacktestlab.com. Incomplete test request forms will cause a delay in the testing process.

    Estimates: Updated 4/20/2021

    All estimates are just that. An estimate. It is not a formal quote. Due to the nature of the business, it may be necessary to add fees such as labor or charges to re-test upon a package failure which will not be included in the initial estimate. Any additional necessary fees will be discussed with the customer first before being added to the final invoice.

    Turn-Around Time as of 4/20/2021

    Due to an excessive number of Express Jobs received, our turnaround time has increased to 4-5 weeks from the time all test samples, completed test request forms and a valid purchase order has been received.

    This time frame starts when we have received ALL of the following

    1) Completed Test Request Forms

    2) Testing samples and all related components

    3) A valid Purchase Order- Email to J.rosa@propacktestlab.com

    If any of the above three are not received or incomplete in any way, testing will be delayed until any issues are resolved.

    EXPRESS SERVICES: As of 4/20/21

    Express services have been temporarily suspended to the larger than normal number of projects received. In certain circumstances we still offer an express service but please enquire before submitting your paperwork. Any express jobs that can be done will come at a premium cost. We hope to get back to our regular turnaround time of 5-10 business days soon and apologize for any inconvenience this may cause.

    Timing of Test Report: As of 4/20/21

    The standard turn-around time is for verbal “pass” or “fail” results only. The certified report will follow 3-6 after that.

    Shipping of Test Samples

    Pro-Pack does not pay for the shipment of any test samples to or from our facility. All collect shipments will be returned to shipper. No Exceptions.

    Post Test Procedures:

    Once testing is complete all test samples and related materials will be kept for 14 days after which point they will be disposed of unless prior arrangements have been made. It is very important to indicate if the test samples are to be returned on the submitted Test Request Form. If this is left blank on the test request forms, it will be assumed that disposing of the test samples is acceptable. No emails will be sent to verify what is to be done with the test samples following testing.

    Payment Terms Updated 4/20/2021

    Payment Terms: 2% Net 10 (2.95% Credit Card Processing Fee for all Credit Card Payments)

    Payments Types Accepted: Credit Card, ACH and Checks

    Note: Any payment terms beyond Net 30 will be assessed an additional charge as follows

    Net 60: Add 2% to invoice total

    Net 90: add 4% to invoice total

    Any unpaid invoices that exceed the payment terms will be assessed a 2% fee (of the current invoice total) per month until paid.

    The following pages are input forms, which contain the necessary information that we will need before testing can begin. The information will be used for both testing and reporting purposes

    STEP 1: Provide the necessary information about your package(s).

    STEP 2: Submit Packages or Packaging Materials. Select ONE option below.

    Option 1.

    • Provide enough packaging components so we may prepare the package as shipped. Please provide accurate and current packing instructions. The information that is provided will be used to prepare and test all packages and the certified report will be composed based upon your input. Please ensure that all information provided to us is correct. Pro-Pack is not responsible for discrepancies between the way we pack it out and the way it’s actually packed for shipment. NOTE: When using this option there is a charge to prepare the packages for testing. This is in addition to the charges for the tests.

    Option 2.

    • Submit packages completely packed as shipped and ready to test. If this option is chosen, please note that the regulations state that the inner containers of packages containing liquids must be filled to 98% of maximum capacity and that the inner containers of packages containing solids must be filled to 95% of maximum capacity. It is important to remember that the package must be provided to us exactly as it will be shipped (using the filling requirements) including proper containers and proper closures.

    NOTE: The best way to determine 95% or 98% of maximum capacity is to fill an inner container COMPLETELY full and weigh it. Remove enough material until the weight is 95% or 98% of the weight when completely filled. Our test report will reflect exactly what is submitted to us. Any deviation from this when used in actual shipment will make the certification NULL AND VOID.

    Number of test samples required:

    Drums or Barrels (steel, aluminum, plywood, fiberboard, plastic):
    A minimum of 15 samples + 1 empty drum

    Turnaround Time

    SECTION V - PLEASE INDICATE IF THIS PACK IS AN ORIGINAL OR A RECERTIFICATION.


    (NOTE: To be considered a RE-CERTIFICATION, the pack must not be different from the pack originally certified. According to CFR 49, "different" means “one that differs (i.e. is not identical) from a previously produced packaging in structural design, size, material of construction, wall thickness, or manner of construction.") See CFR 178.601 (C) (4). This includes any minor change to any component of the package. (See section 178.601 for variations in package design that are allowed).

    Periodic retesting is required every 24 months (once 2 years).

    Turn-Around Time

    Our standard turnaround time is 5-10 business days but we do offer an express service which will guarantee test results sooner for an additional charge. Please indicate the desired turnaround time below. The additional charge for the express service is based upon how fast test results are needed. If our work load allows us to get the tests completed sooner than 5 days there will be no express charge.



    * If express service is selected, this means we are forced to perform all of the other tests first. This means that if the Drop Test fails, then you will be billed for the full price of a certification without obtaining a certification. It is for this reason that express service is not recommended for this type of container.
